Mr. Foster received his undergraduate degree from Southern Illinois University (B.A. 1969) and his law degree from the University of Illinois.

Upon graduation from law school, MR. Foster engaged in private practice until 1982 when he was appointed as an Associate Judge for the First Judicial Circuit in Illinois. 1988, Mr. Foster was elected Resident Circuit Judge. He served 26 years on the beach. At the time of his retirement, he was serving as Chief Judge for the First Judicial Circuit. Since 2009, Mr. Foster has associated with Kruger, Henry & Hunter and concentrated his practice in the areas of mediation, arbitration and civil litigation.
